Diocesan congresses at the beginning of the 20th century as a form of Church and public activities of the parish clergy of Tula diocese

The article is devoted to the study of the activities of diocesan congresses at the beginning of the 20th century. Based on published and unpublished sources, the author analyzes the work of congresses of the clergy and laity in Tula diocese in the period 1900–1917. Use of regional archival documents, many of which are being introduced into scientific circulation for the first time, and materials from the Tula Diocesan Gazette allows not only to restore the most significant events and decisions of the diocesan congresses of Tula diocese, but also to identify certain trends in their development at the beginning of the 20th century. The paper notes that the diocesan congresses of this period were perceived by most of the parish clergy as an unusual new church body, despite the longterm practice of their convocations. The author comes to the conclusion that it was from the beginning of the 20th century that congresses began to play the role of an important instrument of church life, were the most relevant form of social and church activity of the parish clergy in the pre-revolutionary period. The article analyzes the range of issues discussed at congresses in Tula diocese. Summing up, the author claims that the nature of the issues discussed (distribution of state salaries, assistance to needy clergy, education of children of the clergy, etc.) testifies to the expansion of the agenda of diocesan congresses, the movement towards the development of various aspects of the life of the Russian Orthodox Church.
