The article examines the little-studied period of the archpastoral service of the Hieromartyr Kirill (Smirnov) at Tambov See – from the beginning of 1917 to April 1, 1918, when Russia was experiencing a deep socio-political and spiritual crisis. The relevance of the topic is due to the growing interest in the events and facts of recent history related to the life and work of the holy martyrs and confessors of the Russian Church. The materials for the research include church organizational and administrative documents of the Synod and Tambov diocese, as well as publications in the magazine “Tambov Diocesan Gazette” about the events of the period under study. The author uses such scientific methods as historical-chronological, biographical, and content analysis. The study established the chronological sequence of actions and decisions of Archbishop Kirill in connection with the events taking place in the country and in the Tambov province. Particular attention is paid to the organization of diocesan congresses, the decisions of which the holy hierarch personally approved, and the implementation of church governance reforms initiated by the Synod in the Tambov diocese. The author emphasizes the principled position of the archpastor, who in his sermons called for the preservation of social peace and harmony and opposed destructive trends in the church environment. In conclusion, the author claims that in a situation of revolutionary chaos and the destruction of the previous system of church-state relations, Saint Cyril correctly and objectively assessed the profound changes taking place in Russian society and acted in accordance with the current situation, wisely, but at the same time firmly and convincingly defended Orthodox values and interests of the Russian Orthodox Church.
