Church and state relations in the light of the proposed reforms in the supreme Church administration at the beginng of the 20th century

The author investigates the matter dealing with the ideas that arose in the early twentieth century in the Church environment about possible reforms of the Higher Church administration. It discusses the attempts to implement these ideas, manifested in the work of the pre-Council Presence and pre-Council Conference. However, by 1917 the Russian Orthodox Church had failed to gain the desired independence.
